Officer Jenny

Officer Jenny is in fact a persona, a mask, worn by at least one woman on each city's police force. Virtually every region aside from Lunan is known to have Officer Jennies as a major part of their police forces. They serve primarily as mascots, but simultaneously perform normal police functions as well.

It is a common misconception in Kanto that all Officer Jennies are related. This is only half-true- there are multiple families of similar-looking women who have joined the police force and been given the Jenny name and appearance. Only one of these families, however, is actually descended from the original.
 

 

History


 

The original Officer Jenny was born in 1870, in Catallia City, Johto, under the name Jennifer Meris, she was seemingly destined to fill the roles traditional to women of the era, one surprise event changed her life forever.

In 1887, she was attacked by an armed assailant, who demanded all the money she was carrying with her. The story goes that when the thief tried to steal a ring (which had belonged to her mother) as well, she dropped the ring to the ground. As the thief reached down to grab it, he left an opening- Jennifer sank her fingernails into the wrist holding the knife, and with her free hand took the knife and threw it away. The criminal, blinded by pain, was not in a very good angle to retaliate, and Jennifer was able to pull him around in a circle while he flailed his free hand wildly. This continued until the police arrived to capture the thief. It's unknown if dropping the ring was deliberate or not, but it provided the basis for her style of crime fighting- to distract a dangerous criminal with his own vice in order to create an opening.

It turned out that this particular thief was already wanted for six counts of mugging, and three murders. The police chief of Catallia was surprised that a young woman had succeeded where his men had failed in the past, by incapacitating and apprehending this villain. He said that he could use someone like her on his police force, and after a year's training, she had become a full-fledged member of the police force, Officer Jenny. She eventually took on a Spinarak as her Pokémon partner, helping her take down criminals who were too strong for her to put handcuffs on.

She became a legend in part due to the works of her most famous rival, the Black Arachnid. A Meowth-training cat burglar, he proved immune to her tactics of distraction, and despite his non-violent nature, he was difficult to catch. In fact, the Black Arachnid himself was a master of distraction, using his Meowth's Pay Day to distract his pursuers. The noise of several dozen coins clattering to the ground would invariably make it more difficult to hear the direction in which the Arachnid was running, and light glares from as many coins would make it difficult to focus one's eyes on anything else in particular.

It was with great difficulty, and her Spinarak's aid, that Jenny caught up to, and captured the Arachnid. Unmasking the phantom thief, however, she was shocked to discover the face of Marcos Therian- a man she had known since her teenage years. She could not believe he'd done such a thing, and his motives continued to bother her for the next few years.

When asked about the location of his treasure stash, he eventually revealed that there wasn't one- the treasures he'd stolen as the Black Arachnid were hidden in the very buildings they were stolen from. In dumb waiter shafts, between wall panels, anywhere that they could be stuffed without people noticing. As this claim began to be proven true, it became clear profit was not his motive. Since these treasures had never truly left the grounds of their owners, and their locations was so readily revealed, Marcos received the minimum punishment the law would allow.

After his release, Jenny needled him for days on why he'd done it, and each time, he could only look away in shame. It was only through his brother that she discovered the truth- Marcos was in love with Jenny. He'd always been a shy sort, however, and couldn't bring himself to tell her. By the time he had the courage to, her move towards becoming a police officer had made it nearly impossible for him to find an opportunity.

His disappointment eventually led to jealousy towards the criminals- even they got more attention from her than he did. He eventually reached the conclusion that the only way he'd ever get her attention was to become a criminal himself. So he did.

The revelation wasn't easy to believe, or to swallow. While at first she couldn't believe she would unintentionally cause but it did eventually led to Jenny finally forgiving her friend and adversary. The rest is history- most of the Therians on the police force today, almost a third of whom are current Officer Jennies, are descended from the original Officer Jenny and her arch-rival, the Black Arachnid.

 

 

 

Adoption of the Mass Identity


 

Following the success of the Pokémon Centers run by the Joy family of medics, the police forces of Johto sought to replicate this effect. A massive number of identical female police officers who would serve as a symbol of the police force, especially for the sake of young travelling trainers. Children who'd come to trust the lady officer of one town would instantly come to trust the lady officer of every other town.

Because there was no other family with a clone-like genetic quirk akin to that of the Joys, this effect would have to be produced with makeup and wigs. Eventually, voice-changers were implemented as well, but these were not present when the concept was first used.

Since several of the best women in the police force at the time were of the Therian bloodline, and therefore looked similar already, it made sense to ask them to serve as the first to employ this concept. Their grandmother, the original Jenny, became the basis for their new look. Despite some initial scepticism among these women, the experiment worked, and similar-looking women from more and more police forces eventually took on the face and name of the legendary Officer Jenny.

 

 

 

There has known to be vicious rivalries between descendants of the original Officer Jenny, and unrelated force members.

Criticism


 

Despite the experiment's success in helping kids trust police departments in other towns, the Officer Jenny program has had inconsistent degrees of success in other fields. Although their rigorous training ensures that only those dedicated to police work can become Jennies, their overall performance varies wildly from one Jenny to another. This is a stark contrast to the Joy family, whose members provide a mostly consistent level of quality medical service. Some Jennies are incredibly professional, competent officers, but others allegedly could never have been accepted as police officers at all if they didn't look the part. The worst of these are notorious for shoddy detective work and jumping the gun on arrests for perceived offences.
