Phineas Fuji was a graduate of Pokémon Technical - a talented doctor who found himself at a loss when his daughter was struck down with a potentially fatal illness he knew neither the cause of, nor how to treat it.

In his desperation to bring her back from death, Phineas struck a deal with Team Rocket leader Giovanni, to help him with Project Optima in return for funding his own personal intentions.
