Oakley Wilhelm was the reason her sister Annie ended up in Team Rocket in the first place. Bearing a thirst for power much like her father, Oakley signed up for the organization to fulfil her needs, since she disliked the government he worked for. Annie simply tagged along, not wishing to lose contact.

Oakley is an odd spirit, unaware of the precious gift she has in the form of Annie's loyalty and is often taking it for granted. She bears a greater interest in direction and control, often getting power crazy which is usually the source of her failures.

Oakley has great stealth and piloting skills. She is also good at deciphering ancient texts and acrobatic feats.
